Role Summary / Purpose

Learn plus Foundation is an NGO with a focus on children. Our head office is based in Kira,
Kampala with offices in Lamwo District. When you join LPF, you become a key player in LPF’s
mission to empower every girl and boy child from low-income household through inclusive,
equitable and high-quality education.
Learn plus Foundation envisions learners equipped with inclusive basic literacy and numeracy
skills for social and economic wellbeing to lead a productive life. And our mandate is to
catalyze communities and school leaders to influence productive lives of students.
We implement our project with one shared passion: to ensure the improvement of quality of
reading and education. Our teams of national experts achieve this by providing technical
assistance to governmental schools and other education actors. In doing so, we ensure
capacity building of governmental and other education actors.
A new project on LEARN will begin on 01.09.2026 until 31.12.2027, with implementation
operations in Lamwo Acholi region
LPF is recruiting a Project Officer with experience in the field of foundational literacy and
knowledge and monitoring of Teaching at the Right Level (TARL) being implemented in the
selected schools, particularly the reading, numeracy and SRGBV to support operations of the
project in Lamwo in Acholi region.

Key Responsibilities & Duties

A). Key Responsibilities
The Project Officer will be responsible for.
• Coordinate and implement reading and writing activities across project schools, ensuring
alignment with the national curriculum and project goals.
• Facilitate teacher training workshops on effective literacy instruction, including phonics,
comprehension strategies, and creative writing.
• Support the development and distribution of culturally relevant reading materials and
storybooks in both local languages and English.
• Conduct regular school visits to mentor teachers, observe lessons, and provide
constructive feedback.
• Organize community reading events, literacy clubs, and parent engagement sessions to
foster a reading culture beyond the classroom.
• Collect and analyze data on child progress in reading and writing, using it to inform
program improvements.
• Collaborate with local education authorities, NGOs, and community leaders to strengthen
literacy initiatives.
• You ensure good project management, including, amongst others, planning, budgeting,
monitoring, and a timely realization of key milestones and final project outcomes.
• You advise, guide, motivate and support colleagues of the project team in their work to
contribute to project results.

B). Specific Tasks
The Project officer performs the following specific tasks:

Technical advice:
• Lead the technical implementation of the LEARN project in Lamwo.
• Develop and implement strategic plans for improving reading and literacy across P3 and P.4 classes.
• Coordinate with teachers to integrate foundational literacy instruction into all subject areas
• Provide instructional coaching and professional development for teachers in foundation literacy / TARL strategies
Project Coordination:
• Engage in the coordination and monitoring of LPF -LEARN’s activities within the framework of the project (module offer, indicators and M&E, communications, and knowledge
management and other).
• Coordinate closely with the LPF country office and district office on performance.

Monitoring and Evaluation:
• Submit timely monthly reports on performance and project implementation.
• Assess and monitor learners’ progress and performance in reading and literacy
• Maintain current knowledge of literacy research and best practices.

Other Duties/Additional Tasks
• Perform other duties and tasks at the request of management.

Requirements & Qualifications

C). Required qualifications, competences, and experience.

Qualifications.
• Degree in Education, Literacy, Development studies, Social work, or another relevant field related to foundational literacy. A postgraduate diploma in a relevant field would be an added advantage.

Professional experience
• Proven experience as a Reading and Literacy Coordination or similar role
• Strong knowledge of literacy instruction and curriculum development
• Familiarity with instructional coaching and teacher training
• Excellent communication and organizational skills
• Ability to motivate and engage learners and teachers
• TARL knowledge skills

Competencies & Soft Skills

Other knowledge, additional competences.
• Highly motivated professional with ability to work in a team, organizational talent, strong managerial and organizational competence, intercultural competence, and very good communication skills.
• Excellent interpersonal skills and ability to effectively interact in complex cooperation systems with various stakeholders (including senior government officials and civil society representatives, project implementers, and beneficiaries).
• Excellent spoken and written English with very good working knowledge of ITC technologies (related software, phone, email, the internet) and computer applications (e.g. MS Office).
• Willingness to upskill as required by the tasks to be performed
• Verified working experience in the independent execution of tasks.
