Learn Plus Foundation (LPF) is a Uganda-based NGO founded in 2019, dedicated to leaving no one behind through inclusive foundational education, healthcare, and economic empowerment. We have reached over 63,900 children across four regions of Uganda.
Role Summary / Purpose
Learn plus Foundation is an NGO with a focus on children. Our head office is based in Kira, Kampala with offices in Lamwo District. Learn plus Foundation envisions learners equipped with inclusive basic literacy and numeracy skills for social and economic wellbeing to lead a productive life. And our mandate is to catalyze communities and school leaders to influence productive lives of students.
We implement our project with one shared passion: to ensure the improvement of quality of reading and education. Our teams of national experts achieve this by providing technical assistance to governmental schools and other education actors. In doing so, we ensure capacity building of governmental and other education actors.
A new project on LEARN will begin on 01.09.2026 until 31.12.2027, with implementation operations in Lamwo Acholi region
LPF is recruiting a Finance and Accounting Specialist who will support the Finance and Accounting Team in ensuring that financial and accounts operations of the LPF Country Office are in strict compliance with LPF policies and procedures and specific donor rules and regulations. Also, strive to ensure efficient and accountable use of donor funds.
Key Responsibilities & Duties
Reports to: Director Business Development and Grants
a) Key Responsibilities
The Finance and Accounts Specialist will be responsible for.
Monthly reporting activities:
• Supervises timely posting of all transactions as well as ensuring consistency, accuracy and completeness of such transactions.
• Performs accurate bank reconciliations at least monthly from the field office accout
• Audit & Compliance review Support
• Support Donor Related Compliance /Business Systems Reviews, including follow up and complete resolution of findings
• Support LPF’s annual internal and External audits and Compliance Review functions and follow up of findings
b) Specific Tasks
The Finance and Accounts Specialist performs the following specific tasks:
Accounts Receivable:
• Responsible for implementing LPF’s advances liquidation policy
• Reviews and signs off on all submitted Field Expense Reports, ensuring the validity and accuracy of all submitted support documentation.
• Reviews posting of the advances liquidating expenses into QuickBooks for accuracy
• Maintains the field office Aged Advances report and ensures follow up of any outstanding amounts/ recovery from Payroll
• Provides monthly analytics on advances liquidation compliance trends
Accounts Payable:
• Review adequacy of supporting documentation for all documentation forwarded for payment
• Review of all Mobile payments to ensure completeness and accuracy
• Responsible for timely processing of staff advances for travel and activities in the sub-offices
• Responsible for ensuring that supplier invoices submitted in the field office are paid within the agreed timelines
• Responsible for reconciliation of supplier statements
• Responsible for ensuring that all hard copy vouchers are duly authorized before payment and filing
• Provides a monthly payment tracker for Invoices and Mobile Payments
• Manages a systematic financial filing system that is sequential, complete and up to date at all times both scanned and hard copies
• Pro-actively addresses identified monthly compliance issues regarding payables from field office to country office
Cash/Bank Management:
• Conducts surprise cash counts and trains the petty cash custodian on petty cash policies
• As custodian of the check books, ensures safety, sequential check writing, counterfoil controls and application of new check books as appropriate
• Monitors LPF’s bank accounts balances and advises on funds transfer periods and amounts
• Ensure timely banking of any unspent amounts refunded by staff as well as any cheques written in favor of the foundation for various transactions.
Statutory Requirements
• Ensure all statutory remittances are paid on time, and that accurate amounts are paid. All withholdings are per local law.
• Monitor news for changes in statutory requirements and regulations and consequently develop and implement the necessary procedures to facilitate adherence to statutes.
• Maintain and update statutory remittances file, conducting period audits of the files to ensure ability to satisfy any statutory scrutiny
Other Duties/Additional Tasks
• Provide financial technical support to the program team during Monthly activity Budgets preparation
• In liaison with Business Development and Grants Director and HR, orientation of new staff on finance policies and procedures
• Responsible for training staff on proper timekeeping principles per Project (i.e. CODE) regulations
• Any other work-related duties as may be assigned
• Perform other duties and tasks at the request of management.
Requirements & Qualifications
c) Required qualifications, competences, and experience.
Qualifications.
• A Degree in Finance, Accounting or other related field of study
• A qualified professional certificate like ACCA, CIMA or a Master’s Degree will be desired.
• Solid knowledge of accounting and financial reporting
• Experience in using QuickBooks accounting system
• Solid knowledge of computer software and modern accounting systems; particularly Microsoft Excel.
Professional experience
• Excellent knowledge of Uganda’s Fiscal Environment
• Working knowledge and understanding of the Canadian, EU, and US Government funded project, rules and regulations.
• Excellent analytical, oral and written communication skills in English.
• Highly organized with ability to prioritize and multi-task while working as part of a team
• Possess strong accuracy, attention to detail and ability to follow through
• Computer literate, with strong knowledge of, and experience with Microsoft Office applications
• Honest, energetic, independent, self-motivated and administratively self-sufficient
• Ability to maintain confidentiality, exercise discretion and sound judgment.
• Willingness to travel.

• Excellent spoken and written English with very good working knowledge of ITC technologies (related software, phone, email, the internet) and computer applications (e.g. MS Office).
• Willingness to upskill as required by the tasks to be performed
• Verified working experience in the independent execution of tasks.
